SWT is seeking a way forward with developers over an application for approval of reserved matters relating to the planned urban extension at Comeytrowe and Trull.
Outline permission was granted in August 2019 for 2000 houses and ancillary facilities, with all matters reserved for future consideration except for access which was agreed off the A38 Taunton to Wellington Road and the Honiton Road in Trull (42/14/0069).
The developers have recently submitted a reserved matters application for the erection of a foul pumping station, water booster station and gas pressure reducing station to serve the dwellings.
The application seeks approval of appearance, access, landscaping, layout and scale of the facilities to support the site’s strategic infrastructure works permitted as part of reserved matters approval 42/19/0053.
However, the facilities proposed under the new application 42/20/0024 are shown accessed directly off Comeytrowe Road, from an access point that was not part of the agreed outline consent. Neither was it indicated on the approved ‘access and movement parameter plan’.
SWT as the Local Planning Authority is of the opinion that this new vehicular access point cannot be dealt with as a reserved matter and would require a full permission in its own right.
For this reason, the Local Planning Authority considers that the whole application (42/20/0024) is invalid. As a result, it is not progressing the proposal but is currently negotiating on this issue with the applicant.
